How import costs work in Netherlands
Many importers use the Dutch Article 23 licence to defer import VAT to their periodic BTW return instead of paying it at the border, which frees up cash flow — the duty, however, is still payable on clearance. The EU is phasing out its €150 duty de-minimis from July 2026, so more low-value parcels now attract duty, while import VAT has applied from the first euro since 2021. Goods with EU preferential origin can qualify for reduced or zero duty with valid documentation.
Example: €10,000 of goods with 4% duty = €400 duty. Import VAT at 21% on (€10,000 + €400) ≈ €2,184, plus ~€100 clearance — about €12,684 landed before freight, roughly 26.8% on top of goods value.

How much is Dutch import VAT (BTW)?
The standard Netherlands import VAT rate is 21%, charged on the customs value plus duty and certain freight costs. It is pre-filled at 21% and applied after duty in the calculator. A reduced 9% rate applies to a limited set of goods.
What is the Article 23 import VAT deferment licence?
An Article 23 licence lets an importer account for import VAT on their periodic BTW return rather than paying it in cash at the border. It is a cash-flow benefit and does not change the total tax due — customs duty is still paid on clearance.
Is the Netherlands duty rate the same as the rest of the EU?
